As for the text, although dressed up to appear to be from a Chinese sender / scammer, the grammar is definitely "English as a second language" but not English grammar as spoken / written by Mainland Chinese, Hong Kongers or Taiwanese so probably scammers indulging in anti-China propaganda from elsewhere.
