I am a bit worried that calls gets scam so easily. The government is running schemes for hot water service and I would think this would be one of the methods to get those messages across. And as for accents, call centre jobs would be one of the low paid jobs available to new immigrants. So Nuisance perhaps but scam no. I usually don't answer. But if do I politely I am no interested.
