Definitely a scam and fraudulent.

Automated voice claiming to be PayPal Banking Services.

Two options available,1 to report fraud and 2 to approve. I can only assume both will go to the human scammer.

0483901091 is Spam! It's an automated message, which tells you that Amazon is going to cancel your account unless you go to a web page and pay something like 89 dollars- I don't even have an Amazon account- so yea, right!
