This is a legitimate phone number that I believe is associated with a survey company targeting recent high school graduates for census research.
This number pretending to be from the Social Research Centre on behalf of the Australian Government, then sent another text saying on behalf of the Dept of Education.
I can confidently say this caller is a scammer. Anyone who believes otherwise is mistaken; it is definitely a scam.
