I received an SMS stating that $699 had been taken from my PayPal account my account didn't have any funds in it anyway and I tried ringing the 1-800 number with my ID caller blocked and it went to a dodgy message to tell me to wait for the operator.

Got exactly the same text message for $699 on my PayPal account. I panicked and called the no. And an Indian guy answered as PayPal then hung up. My PayPal account was fine. Disgusting that scumbags try this.
This is a scam. They ask for your email address and use it to reset your PayPal password by asking you for the sms code which you receive from PayPal. Once you give that to them, they can use it to reset your password and log into your PayPal account!
