Long green card found in my security door, one side black with green shield, the other green with text saying immediate action required and that I have to call this person asap.

I did call as I thought it might have had to do with a screen door replacement I've been waiting on. No answer, just a chance to leave voicemail which I did stating I had video footage of the bloke who called and am taking it to the Police.

100% a scam. A door knocker just knocked on my door today. I told them to get off my property as they have no authority to trespass. If this is a legitimate debt then go through the courts.
