This number texted me because of tropical cyclone Alfred, which affects south east Queensland. It was giving me information on the cyclone. I can confirm this is not a scam, and is a legitimate number for emergencies.
This number is used by the government to send out emergency alerts about dangerous situations and missing persons. I live on the South Coast and received multiple important messages from this number during the 2020 bushfires to evacuate immediately, as well as alerts for missing persons nearby. I can confirm that this is NOT a scam.

Received a text from this number claiming to be from the WA police missing person alert, my phone identified it as a spam then blocked & deleted it.

However, the weather is actually sunny here and there is no indication of any rain on the radar. It's clear that this is an obvious scam.

Just received sms about missing person with link to twitter for photo, usually a photo is supplied in sms first time I received with a link, I do not open links as it could be a scam.
