It is a debt collector.
Ambulance Victoria mistakenly sent my case to a debt collector (thanks to our tax they thrive on). Someone from this number called me and asked for my date of birth to identify me. I told her that you initiated the call so I should verify you not the other way. She was rude and hanged up the phone.
