It's ARL Collecting money I owe to PayPal - which I do, so not a scam for me.
I answered, and this Aussie bloke starts asking for my name but won’t share where he's calling from. I told him we're at an impasse, but credit to him, he respected my privacy. Cheers mate, I hung up after that!
These blokes keep ringing me, claiming I owe PayPal cash. But when I checked, I've got a big ol' zero! Turns out some dodgy characters are trying to open a business account in my name. Best to give PayPal a bell directly to sort this mess out before it gets ugly!

Dipshit called and picked up after a brief hold asking “is this __ is this __ is this __ to which I said who’s asking? And she gave some fake Indian name and then asked for my surname and I’m like who the f*k is this? And she’s like we don’t tell people from 3rd parties and asked my last name again and I said I’m not going to respond until you tell me who you are??? Rude cow.

As others have said, when you answer it is hold music which I don't think a legit organisation would do. They claimed to be a debt collecting agency with my file referred from PayPal. I said that I had already followed up with PayPal (as I have been getting text messages for a while). I haven't had any response from PayPal, which tells me there is no issue, and there is no debit on my account. The operator said I should call PayPal and she would give me the number - I said I would prefer to look it up. She became frustrated saying if I didn't call PayPal she would just have to call me back. That's fine. I know my data has been involved in the many data breaches in Australia, so I guess these scammers have it.
