    I have no idea what this was but asked if I was happy with Darebin Council and wanted to do a survey. I was like no everything's fine, I don't want to do a survey thanks and hung up.

    Market research on behalf of councils (Darebin, but from comments other councils too). Seemed to be genuine questions about council services. They said councils are obliged to collect information about how satisfied constituents are with their services.
