Caller appeared to be from PayPal. They were trying to reset my password, using me to repeat the two step verification code to them, over the phone. They must have been using 'Forgotten password' options on PayPal's website to either gain access, or take full custody of my account.
PayPal sent me a verification text and email, both authentic (I've received two step codes from the same number and the email/content were all correct).
The caller knew my name, email and last digits of one of my cards, they said someone tried to use the card to send $799 to a James in the USA, so they want to reset my account password for me.
I refused to tell them the verification codes and then the call dropped.
