I received the call on 15 Jan 2016. It was a male voice, gruff and sounded Middle Eastern or Asian. He identified himself as being from the ATO and that I was owing on my tax returns (not true) and if I didn't pay up, would land up in jail. I hung up at that stage. I did a caller ID check and the number is 03 4410 3046, originating from Bendigo, Victoria.

Yes it is a scam. If you Google the number above and 02 8416 8014 (another number I was given to ring back an Australian govt website called Scam watch will tell you to hang up immediately. Apparently they will ask you for personal info and to pay a fee.. DO NOT GIVE ANY PERSONAL INFORMATION AT ALL. The voice is American and appears to be recorded.
Report your call to scam watch. If worried at all call your own accountant not the numbers listed. Hope this helps.
