Definitely a scam, they'll tell you that there's an unauthorized payment from your card. After that they will tell you how to cancel it, but what they're trying to do is, to make you install an app called TeamViewer. This app allowed the person at the other end to control your phone remotely, so please do not give any personal detail in any kind including "personal id" in TeamViewer.
