I received this number 02 80064950 at 4:28.7th Dec 18. He left an recorder voice mail said that he is an investigation division of Australian Taxes Office, if I failed to return call as soon as possible, they will issue arrest warrant under my name to arrest me, and god blessed me.??

I have a doubt and I felt being threatened. I do feel this is a scammer?
