I just had the same pop up on my screen when using Google Crome. I wasn't able to access any other pages & I was promoted to call 1800820197.

Someone with a terrible accent answer my call informing me that I needed to pay a fee to reinstall iOS.

The reassured me when I questioned them how sure I could be that THIS CALL wasn't in face a SCAM. As soon as I said that I'd prefer to call apple, they hung up on me.

I deleted Crome & my internet history.

Once I reinstalled Crome, I had access to the internet again & googled to see if this was a SCAM. Turns out that I'm not the only one that's had the issue.

Never trust a third party, especially with a terrible attempt at an American accent!! Go directly to Apple.

I also got the same pop up and it didn't go away. I had to clear history in settings and block all cookies so I can use safari again.

This is a scam!!! They put a pop up on your safari on your apple device and it doesn't go away! They then ask you for a serial code and then proceed to tell you that you need to delete and re install iOS and it's going to cost you money and ask for credit card details, SCAM.

Just call apple imeadiatly.
