Number rang twice and then disconnected.
No message left which is typical when the call disconnects so quickly.
I tried the number using Skype credit with no caller id and got message saying number invalid.
Presumably some scam artist spoofing the number.
As a rule I don't answer any calls coming with no caller id and also don't answer calls from numbers not in my contact list.
If the call is valid I'd expect the caller to leave a meaningful message and only then would I call back and add to my contact list if I believe future calls can be expected.
I believe that is how people should handle such calls given the ever present risks of scams and identity theft.
