I too am on the do not call register and this was definitely a marketing call, or possibly a scam. They wanted to assess my eligibility for a tax incentive, and then if I qualified someone would call me. When pressed on what organisation that someone would be from, they could not tell me. Makes it sound like they are trying to raise awareness of eligibility for tax incentive, but really, who knows what they will use the information for. My advice - don't have the eligibility assessment done. You have no idea who is gathering or using your information, or for what purpose.
This number was a telemarketing call pretending to be information. It was offering a program called Residential Incentive Program. No such company exists and when pressed the telemarketer (posing as having information) would not tell me the name of the company and then hung up when I clarified my questioned. I am on the not to call register so this company is being deceitful.
