Just out of curiosity I called the number from Skype with caller id withheld and got an electronically altered voice telling me my call was important and I should hold the line to be put through to an agent.
The voice recording was running above normal speed.
From the text of the message left to the strange recorded voice I got on calling the number everything screams SCAM.
I never answer calls from unknown numbers but rely on genuine callers to leave a meaningful message that clearly identifies who they are and the purpose of the call after which I will call back if I'm satisfied that it is not a scam.
As this kind of call is all too frequent I'd recommend that others a similar strategy.
