The caller identified themselves as the Vodafone billing department, but I am certain this is an obvious scam.

I got the same call. Blocked it. It's definitely a scam.
Call from this number saying it was the Commonwealth Bank saying to authorise a transaction of $1800 on my debit card. Don’t bank Commonwealth.
The call was from an automated system claiming to be from CBA, alerting me about an attempted use of my card. The automated voice instructed me to press 1 to authorize a payment or 2 to cancel it. I decided not to interact and hung up instead.

This is a scammer call.
Just received a phone call from this number who claimed that they were in the international department of fraudulent transactions within Pay-pal. They claimed that a transaction request of $900 had been made on my PayPal account; and was requesting that I downloaded an app called “connectwise control” - which is an app which lets you remotely control other devices..
Answered call but it dropped straight away. ReverseAU stats say this number has been searched for 680 times today... Very probably a scam. Blocked further calls.

The didn't hang up before voicemail activated. Sounds of an 'industrious' foreign call centre in the background. No message left. Stinks of a scam.
I'm unsure about the scam this number might be associated with, as the beginning of the call was mostly garbled and difficult to understand. It left me confused.

The caller claimed to be from the Commonwealth Bank, using a recording with an Australian accent and sounding professional. They mentioned that a transaction was made from my account for a specified amount and prompted me to press 1 if the transaction was legitimate or 2 if it was not me. I hung up without pressing any buttons, checked my internet banking, and found no record of such a transaction. I believe this to be a scam or fraudulent activity.
