Received few calls from this number always calling in the evening between 3 PM - 4 PM soon you answer you can tell straight away that it is NOT a local call as the voice is taking long to reach me, once I heard the Hello Sir my name is bla-bla (couldn't tell or understand) I hang up straight away.

Block not worth your time, if they need you surely they will leave a voice message and in this situation the caller from this number will never leave one.
