When I called back, I got the 'This number is disconnected, please check the number before dialling again'. This prefix seems to be one used by an Indian call centre running through an Australian company 'Symbio', who say they are unable to control who uses their services (yeah, right, BS). The perpetrators apparently try to scam you by fake calling you about energy savings by switching electricity providers, then getting your personal details. Irritatingly, the number didn't appear on my incoming calls list on my phone, so I was unable to block it.
