Another Government sponsored scam call. If you want to complain about this, the Government department is the Essential services commission and is called the Victorian Energy Upgrade scheme.

Don't let them put you off, as I have been trying for 3 years now to hold them accountable. They should by law have a specific do not call list for this scheme, so that legitimate Telemarketers can still contact you, while scum like this are banned.

It is also possible for telecommunications companies to trace these callers and block them but they claim they can't because it will cost them lost sales if they do.
