    If it is a real landline number then they would be listed in The White Pages or The Yellow Pages or Google would have information on that number.

    I think a legitimate landline owner would like to generate business or new customers, but not this lot.

    They just want to get someone to respond to their ringing so they can confirm to target that (your) number for a future scam call or a set of text messages developed to steal money from you.

    Amazing that the map that shows the localization of the number is in The CBD of Melbourne.

    Thats the tower the signal pings for a relay to your phone.
