The voice is a male text-to-speech voice and the voicemail was pre-recorded and sent through SMS. Highly likely to be a scam.

I didn't recognise this number so I let it go through to voicemail. It was a recorded message to say they were investigating me and my family and could not get hold of me. I'm not going to call them back. It's definitely a scam. I got a call from a different 03 number a couple of days ago which was also a scam. I sense a theme here...
