Callback Scam and Robocall Reports for 03 9022 3263

Two contributors have reported persistent unwanted contact from 03 9022 3263 (also written as 0390223263), with callers identifying themselves as "James from IPA" or "James from icare". The reports reveal a dual-tactic approach combining callback request schemes with robocall technology to evade detection and blocking attempts.

What distinguishes this number is the caller's repeated contact despite explicit requests to remove the recipient from their list, combined with systematic number rotation to circumvent blocking. Both reports about 0390223263 indicate the caller is either automated or following a script designed to maximise contact persistence.

What Callers from 03 9022 3263 Say

One contributor reported that the caller identifies as "James from IPA" each time contact is made. The caller makes no apparent sales pitch or specific request during answered calls, suggesting the primary goal is simply to establish contact and trigger a callback response.

A second report about 03 9022 3263 describes a voicemail from "James from icare" with a notable 30-second delay after the introduction before any message content. The contributor specifically noted suspicion that the voice is artificial, indicating robocall technology rather than a live person making individual calls.

The lack of substantive offer or claim in either report suggests 0390223263 may be harvesting active phone numbers by generating callback responses, which are then sold or used for further targeting.

How This Number Evades Blocking

The most significant pattern in reports of 03 9022 3263 is the deliberate variation of the final three digits. One contributor noted receiving multiple calls from "+61 9022 3***" (with only the last three digits changing), indicating the caller controls a block of numbers and systematically cycles through them.

This technique means blocking individual instances of 0390223263 provides only temporary relief. The contributor reported attempting both Do Not Call Register registration and manual number blocking, yet contact continued from different variants of the same number block.

Report Patterns and Timing

The two reports span a six-day period in late January and early February 2026, with one answered call occurring during business hours (9:31 AM) and one voicemail at early morning (5:49 AM). The early morning voicemail is consistent with automated robocall behaviour, which often targets off-peak times when call screening is lower.

One contributor described receiving 2-3 calls from 03 9022 3263 variants daily, indicating frequent contact attempts using the number-rotation strategy. The persistence despite explicit removal requests and Do Not Call Register registration suggests either the caller is operating illegally or the system lacks enforcement mechanisms for this particular threat.

What to Do If You Receive a Call from 03 9022 3263

Given the robocall and callback-scam tactics reported for 03 9022 3263:

  • Do not: Answer calls from 03 9022 3263 or similar numbers from the 9022 3*** range, respond to voicemails, or attempt to call back the number
  • Do: Let calls go to voicemail, block the main number 0390223263 and any variants that contact you, decline to engage even if asked to confirm your number
  • Note: Since 03 9022 3263 cycles through final digits, consider blocking the entire 03 9022 32** range if your phone allows partial number blocking

Callback scams succeed by confirming your number is active and monitored. Silent responses or immediate hangups are more effective than engagement.

James from IPA is what he says each time. I’ve told him every time to remove my number and he doesn’t. I’m on the ‘do not call register’ which clearly doesn’t work for these scammers. Each time I get a call it’s from +61 9022 3***. Always same person with only variation in last 3 digits. Blocking numbers also hasn’t helped.

James from icare again, didn’t answer but got the voicemail with a 30s wait after the introduction.

If it’s not an “AI” I’ll be very surprised.

Frequently Asked Questions

What does 'James from IPA' or 'James from icare' want when calling from 03 9022 3263?

Community reports suggest the caller is not attempting to sell a product or service. Instead, the goal appears to be confirming that your phone number is active and monitored by generating a callback response. This technique is used in callback scams to validate contact lists for resale or to set up downstream scams. One contributor noted the caller provides no sales pitch during answered calls from 0390223263, supporting this theory.

Why does 03 9022 3263 keep calling even though I'm on the Do Not Call Register?

One contributor reported registering with the Do Not Call Register and explicitly requesting removal from 0390223263's contact list multiple times, yet calls continued. This indicates the caller is either ignoring the register entirely (illegal) or operating outside formal telemarketing regulations. The systematic use of number rotation (varying the final three digits of 03 9022 3***) suggests deliberate evasion of enforcement mechanisms.

Is the call from 03 9022 3263 a robocall or a real person?

Reports indicate it is likely automated. One contributor received a voicemail from 0390223263 with a suspicious 30-second delay after the introduction, and specifically noted the voice sounded artificial rather than human. The early morning timing (5:49 AM) of the voicemail is also typical of robocall campaigns, which target times when call screening is minimal.

Why do calls from 03 9022 3263 come from slightly different numbers each time?

One contributor reported receiving calls from +61 9022 3*** with only the final three digits changing. This is a deliberate evasion tactic: by cycling through a block of similar numbers, the caller ensures that blocking 0390223263 only stops one variant. Your phone will see each as a new number, circumventing most standard call-blocking tools. This is why manual blocking hasn't stopped contact.

What should I do if 03 9022 3263 or similar numbers from 9022 32** keep calling?

Do not answer calls from 03 9022 3263 and do not engage with voicemails. Let all calls go to voicemail, then block the main number 0390223263 as well as any variants from the 9022 3*** range that contact you. If your phone supports partial blocking, consider blocking the entire 03 9022 32** range. Report the number to ACMA (acma.gov.au), the Do Not Call Register (donotcall.gov.au), and Scamwatch (scamwatch.gov.au) to escalate enforcement.

Is 0390223263 safe to call back?

No. Do not call back 0390223263 or any variant from the 9022 3*** range. The entire campaign appears to be designed to confirm your number is active and monitored by prompting callback responses. Calling back confirms you're a responsive target and will likely increase contact attempts from this and other numbers.
