If you answer, there is a silent pause until you are connected to a call centre, and they do not introduce themselves until you speak. If you do not answer and the call back later (hiding your caller ID) a recorded male voice with an American accent tells you you have reached "Energy Savers" and asks you to leave your name and contact number so they can call you back.

I have blocked the number and reported to ScamWatch.

Be warned, it is a phishing scam. For me, the phone calls started a month ago after doing a Google search for government bill relief grants. Since then, I have received multiple calls from similar numbers, all starting with 03 9022.
