When I picked up the call, there was silence, which usually prompts the caller to say "Hello?" After about four seconds of silence, I suddenly heard a recorded female voice say "goodbye," and the call ended.

Scam/spam. Do not answer a call from this number and do not call back.

This number is one of several similar/sequential phone numbers used for spam/scam calls. The caller lets the phone ring 3 or 4 times then hangs up without if the call is not answered.
