Just had a nice long call from "The Victorian Government hot water upgrade program". The caller claimed that there was a rule preventing him from telling me who he worked for, and preventing him telling me the Australian Business Number.

The caller seemed to be calling from India based on the background voices, but the caller declined to confirm this.
