03 9000 3421: - Suspected PayPal Scam and Debt Collection Call

This is definitely a scam call about selling air conditioning. Based on the other reports I've seen about this number, it is not related to PayPal.

The caller claimed to be verifying personal information on behalf of PayPal. This raised my suspicions, and I recommend blocking this number immediately to avoid potential fraud.
