An unknown number called but went straight to voicemail. It seems they didn’t realize it recorded, and it sounded like a call center in the background. They could be telemarketers or a scam. Either way, I've now blocked this number.

Scam call.
Received call from (03) 85397259. Person on the phone claimed to be from the Victorian Energy Upgrades program, but the contact number obviously doesn't match the number on the official government VEU website. The person wanted to get my address to install the exhaust fan seals at our home, and was very persistent with trying to get the address despite me advising that I would need to read the website information first. I also asked them for a contact number "in case the line gets cut out" and the person wouldn't give me a number, just kept directing me to the website and then asking again for my address so a technician could come round tomorrow. I said we're not available tomorrow, the person on the phone kept insisting we could schedule it in anyway, and the technician could always ring me to check. I reiterated that we weren't available tomorrow, and they kept trying to come to a resolution. It could be be genuine but to me seemed like a scam call.
