Here is how I handled this mob (reported to ACCC Scamwatch)

If nothing else, I wasted almost 20 minutes of their time. Details below.

They will call me in two days at the "appointment time" and tell me I've provided the wrong address (they've done this before). In this case I might get a mobile phone number as well.

Sadly I suspect this "company" have obtained a contract or agreement to install Vic Gov energy saving devices - and are going all out to get as many installed as possible to make as much money as possible from our State coffers. You can make your own decisions about your feelings of this being appropriate, moral, or effective use of State Revenue.

Unsolicited phone call to my mobile, offering "free Vic Government" monitoring devices (difficult to understand caller) to be fitted to "my home" in Postcode 3844 (Traralgon, Victoria). Device allegedly providing ability to monitor electricity consumption of the home from a mobile device. Supplied and fitted free of charge. Also offered to replace the shower head for free.

Requested address of the business, told "Melbourne" but caller refused to elaborate further claiming it was "confidential information".

Persisting with the request for address, challenged them this was a scam, the caller referred me to a "supervisor".

The Supervisor said they get paid by the Government, I wanted the address to know who my "tax money" was going to. 'Supervisor" eventually provided a non-existent address in Werribee (1/22 James Street). When challenged about this, caller confirmed the address I provided, then terminated the call - the last of the four calls.

Phone number called from, and given me to call back, does not connect (not available)

I have not had a Victorian address for over 7 years.

The address I provided to them for "installation" of my free device is a fictitious address.

Very pushy, same telemarketer rubbish. The government should use the money for important stuff such as hospitals, schools and roads and not on this type of crap that only increases this opportunistic business mob sector that call you at every hour trying to replace items in your home with cheap stuff.

Scam/Spam call, asked if I have registered with the Govt energy offer "BS". Calls himself Brad but spoke with a heavy Indian accent. Warned him to stop calling as this is a scam. Likely wanted your personal detail by so call registering for the government free meter. Just blocked the number. They call every 3 days using different spoof generated numbers.
