What do they get from just ringing & hanging up. Does it just confirm an active number they can place on a call list to give to their mates to continue ringing?

If you ring back they never go through, all you get is "this number is not active. Check you dialing and try again."

So how come telco's can't block the caller/s & stop them in the bud? OR why don't the telco's tell us how they are trying to stop these types of callers so as to build up a bit of confidence in their public..
