Total scam. Remember if the ATO, Police or any other law-enforcement authority really needs to get hold of you they will do so via legitimate channels such as mail, or home visit.

They say they are from ATO and that you have unpaid tax for the last 3 years. And that you cant pay with credit card but only Google pay. Also connects you to a 'police' and says all these 'legal terms'. They don't let you discuss it with anyone else because its private only between the police, you and me.
