Called 3 times from the same number so I answered, calimed to be installing "draft stoppers" onto exhaust fans for the victorian government.
The call was difficult to understand due to a bad phone line and excessive background noise. I told the caller I couldn't comprehend what they were saying three times, but they ended the call.
