This is clearly a scam originating from a foreign call center. I recommend you reject the call, report it, and block the number.
Like many others mentioned in the comments, I did not answer this call, and no message was left afterwards. I've since blocked the number. It's worth noting that "Anabranch South NSW" is actually located northwest of Mildura, which explains the use of the 03 area code.
