I am certain this is a scam. The caller pretended to be from Optus and attempted to sell me an NBN product. I strongly advise not to provide any personal information, as this might be linked to identity theft activities.
A caller, claiming to be from Telstra, informed me that there were issues with my IP address transitioning from private to public, and stated that there was a problem with my server. He requested my IP address to "fix" the issue. Although he claimed to be in Melbourne, I suspect the call originated from Parramatta, as there was call center noise in the background.
