A quick online search led me here while the phone rang. Lots of entires advising this is a scammer. I didn't answer the call.

SCAM. Answered the call and an auto message says I have recevied an epidemic related notice that I have not replied to many times. Blocked the number.

No message but based on recent fake calls and one review of this number it will have something to do with phone service being cut off. When they do leave a message it's usually in Chinese with a brief mention no phone service in English.
