I suspect this is a scam. The voicemail left stated that they were from PayPal, which immediately raised my concerns about the legitimacy of this call.
Recording of a female voice claiming to be from PayPal saying $299 will be withdrawn from PayPal for a purchase. If you do not want the transaction press 1 or dial the number back. An obvious trap as no doubt pressing 1 or ringing the number back will give the crooks access to your PC or your PayPal account and you can then get ripped off. PayPal informed of this and confirms that the number is not their's and to not press any button or call it back, delete it and block the number.
