They are now (May 2017) using the number (02) 8317 3382 (82 rather than to 28) to play a recording (obviously speech recognition of their written script - to avoid their own accent or ID by voice) of the same bogus ATO message mentioned in the other comments here.
Received similar call today about a warrant being issued for arrest due to ATO debt. Reported phone number to Telstra for them to investigate and to advise police.
A message on my answering machine from "Jason O'Connor" (with a very strong Indian accent) from the ATO - similar message as others have reported - I'm to be arrested for tax evasion by the "local police". but to avoid this situation please call 02 8317 3328. What made me laugh was that the guy ended the message with "have a nice day!" :).
