They are scammers claim you recently have registered a number under their company and has received complain. They do have your name and possibly an email address. They will try to convince you to patch through to a supervisor to further investigate your case and threaten they will need to suspend all your telephone service in the meantime.
Don't believe anything they say and just hang up the phone. If you have fallen for the scam please contact police for assistant and your bank to block any transactions.
They probably do have your legal name and it is calling from a mandarin speaker who refused to speak in English but asked you to speak in Mandarin. They handed up the phone immediately once you spoke in English.
