I am a Westpac customer and got a mail out about a new credit card deal they wanted me to sign up for. Yesterday I got a call from this number trying to get me to sign up to this deal. I contacted Westpac to confirm if this was legitimate and they confirmed that they have outsourced this activity to the company Peakbound and I was listed as being contacted by them. So this appears not to be scammers (some might argue overly aggressive marketing).

Yep, I too am receiving calls from this number. As soon as I pick up, it hangs up/disconnects. I suspect picking up charges your phone, so I suggest ignoring all calls from this number. You don't want to rack up a scary phone bill ;).
