This is a scammer and a very persistent one at that. The voice keeps saying that you have problems with your Internet Service Provider and so press 1 resolve the problem. The service is free.
As far as I can tell this is not the Rural Fire Brigade, but a scammer using the Rural Fire Brigades telephone number.
