It Is definitely a scammer pretending to be PayPal Customer Service.

Modus Operandi.

One method they are using is that they appear to be harvesting Gmail addresses from Google (and we can probably presume other big name providers) and then spamming them with emails supposedly advising delivery details for an eBay purchase of an iPhone and including a PDF attachment with a PayPal logo with details of the purchase and shipping details. If you're not awake it's a very clever ploy because they use clever psychological triggers to use your emotions to go ahead and do as instructed without first checking the credentials of the sender.
