This number was included with a scam email pretending to be from PayPal. I've been receiving these almost daily recently, with a different number every time. It claims you have made a purchase of around $1000, usually for a McAfee renewal like many email scams, but says if you weren't aware of the purchase to call the phone number to cancel it. They want you to call so they can gather or confirm a lot of data about you.

The email is very poorly written and totally unlike any genuine PayPal message. I've tried calling from a public phone to see what happens and an Indian accented male answers and asks for name, DOB, address etc and the fake reference number from the email.
