I received a call from this number, but I didn't answer. They left a message asking, "Are you an Australian national, a Chinese national, or a Chinese student?" I'm puzzled as to why they would ask such personal questions.

I received a voicemail delivered in a robotic tone, featuring both Mandarin and English. The message stated that my Vodafone service would be terminated, but I am not a Vodafone customer.

Appears to be a scammer. I let it go to voicemail. I checked the message and it said "if you are Chinese press 2"

I was just called by this number and they asked if I was Chinese or if I was in danger. When I was getting called by it, it said suspected spam caller. When I answered it said it was from Emergency International Australia Program. As I asked my parents what to do they said to not do anything just in case.
