    Automated voice saying it’s “Immigration department” and that I had an “important document” and to press 1 for english, or press 2 for Chinese, then spoke the whole thing in Chinese. When it got to the end of the message, it automatically hung up on me.

    I’d call this a nuisance call, maybe a scam if you pressed a number to be connected to someone that would probably try to steal your identity if you gave them any personal information. Beware.
