This is definitely a scam call. It left a voicemail with an emergency message related to some kind of epidemic, instructing me to press 1 for English. The voicemail was recorded and seemed suspicious.
I got a call from this number today. The caller, who had an Asian accent, sounded like a recorded message mentioning something about a "government announcement and epidemic." I ended the call immediately as it felt suspicious.
I missed the call but returned it to verify if it was a scam. A voice identified as Basic Technologies asked for account management options, which further confirmed it was a scam.
